Born in Mynyddislwyn, Monmouthshire, J A (Arthur) Jones was educated at Monmouth School and was an Admiralty Agent in Cardiff. He later became a colliery director and became known as ‘one of the most influential Cardiff Docksmen’. A founder member of Cardiff Rugby Club in 1876 he played at least 55 times for the fledgling Blue and Blacks (between 1876 and 1885) and won a Welsh cap in 1883 playing against Scotland. In 1877, while only 20 years old, he became the Secretary of Cardiff and was later a Committee member (1881-1885). Part of the Cardiff side that won the South Wales Challenge Cup in 1881, he played for Glamorgan FC (playing in their first match against Cowbridge Grammar School in 1874) and Monmouth School prior to the formation of the Cardiff club.

Arthur Jones achieved many honours outside the game. He was a Justice of the Peace, High Sheriff of Glamorgan (1918) and a Governor of the University College of South Wales and Monmouthshire.
During the First World War he raised the 1st (Cardiff) Battalion Glamorgan Regiment, Volunteer Training Corps (a Home Defence militia force) and became Colonel of the Regiment.
Arthur Jones died in Cardiff in 1919 at the age of 62.
