Cliff Williams first played rugby as a Schoolboy for Llangennech School, before progressing the local team. After playing for Llanelly he joined Cardiff and played for the club from 1925 until 1928 making 39 appearances. Whilst at Llanelly he gained two Welsh caps against New Zealand in 1924 and against England in 1925.
Starting as a collier, Cliff served with the Royal Navy during World War 1 and then joined the Glamorgan Police when hostilities ended, representing both rugby teams.

Shortly after getting married Cliff sadly died in Cardiff on 28th May 1930 aged 32.
